Lee was an environmental scientist working in soil and water testing for land and building site development. He earned an Associate's Degree in Mining Engineering from the West Virginia University Institute of Technology in 1982, and his BA Degree in Geological Engineering from the University of Arizona in 1985. After graduation he worked for Schnabel Engineering as a Senior Staff Geologist (1985-1993), as Project Manager for the Environmental Engineering Group (1993-2005), and as Senior Geologist for Cardno ATC (2005-2016).
